Literature Synthesis: Mobile Money Adoption and Financial Inclusion Among Nigerian Market Women
Thematic Clusters
1. Determinants of mobile money adoption. The literature consistently identifies demand- and supply-side determinants: affordability and transaction costs, network coverage and agent proximity, digital and financial literacy, trust in providers, and device/internet access. A foundational review frames mobile money as the most consequential innovation for African financial inclusion in a decade, while noting adoption is uneven across countries and segments (Ahmad et al., 2020). Nigeria-specific work shows that mobile banking uptake hinges on infrastructure quality, cost perceptions, and regulatory enablement rather than on population size alone (Siano et al., 2020), and that the business models of mobile money operators — including agent liquidity management — materially shape sustained use (David‐West et al., 2019). Network coverage emerges as a binding constraint in sub-Saharan Africa, with recent evidence linking coverage expansion directly to fintech adoption (Mothobi & Kebotsamang, 2024). Across SSA, income, education, and internet use remain the strongest individual-level predictors of inclusion (Eshun & Kočenda, 2024).
2. Gender and digital financial services. The gender strand is the most contested in this corpus. Global and regional studies document persistent gender gaps in account ownership and mobile money use, driven by lower mobile-phone ownership, weaker digital skills, and intra-household dependence on male relatives (Were et al., 2021). Digital financial literacy is repeatedly shown to condition women entrepreneurs’ inclusion more than men’s (Hasan et al., 2022). However, a growing body of evidence — including the World Bank’s own post-COVID assessments — shows that well-designed digital channels can close or even reverse gender gaps, particularly where agent-led models lower entry barriers for women (Hess et al., 2021). Mobile money adoption is associated with women’s economic empowerment through improved financial management practices (Dorfleitner & Nguyen, 2022).
3. Informal economy and women traders. Research directly on market women is thinner but telling. Nigerian evidence shows low-wealth women entrepreneurs frequently forgo formal mobile money and microfinance in favour of informal revolving credit schemes, citing trust, flexibility, and social embeddedness (Peter & Orser, 2024). Studies of informal traders in Lagos link microfinance repayment burdens to the mental well-being of women entrepreneurs, underscoring that access alone is not benign (Olohunlana et al., 2023). Comparative work on women-owned informal enterprises finds that education, business size, and prior financial experience drive inclusion, while cash-dependency and liquidity needs remain structural barriers (Sherwani et al., 2023). Women entrepreneurs in southwest Nigeria face persistent credit, infrastructure, and socio-cultural constraints (Aladejebi, 2020).
4. Regulatory frameworks and agent banking. The regulatory cluster converges on the Central Bank of Nigeria’s layered approach — mobile money licensing, tiered KYC, agent banking, and Payment Service Banks — as the institutional backbone of inclusion. IMF analysis describes Nigeria’s digital financial services strategy as achieving “undeniable successes” in onboarding while exclusion rates still exceed official targets, with financial literacy as the binding residual constraint (Wezel & Ree, 2023). Industry evidence on mobile financial services for the unbanked shows agent-based delivery models operating as pivotal last-mile infrastructure for low-income users, including the retail sectors where women trade (Pénicaud & Katakam, 2019). Consumer-protection scholarship warns that digital delivery channels create new risks — fraud, opaque pricing, data misuse — that regulators must address if inclusion gains are to be durable (Garz et al., 2021). Studies of Ghana and Uganda demonstrate that mobile money improves inclusion through trust-building, interoperability, and agent liquidity, with direct lessons for Nigeria (Malinga & Maiga, 2019).
Key Debates
Debate 1 — Does mobile money include or exclude? A celebratory literature treats mobile money as an unambiguous inclusion engine; a critical counter-literature documents a “dark side” — fraud, indebtedness, and digital exclusion of the least literate — arguing adoption can reproduce inequality (Mogaji & Nguyen, 2022). IMF work formalises this tension, finding fintech correlates more strongly with digital than with traditional inclusion, suggesting gains may bypass the digitally marginalised (Tok & Heng, 2022).
Debate 2 — Is the gender gap closing or structural? Aggregate SSA studies report durable gender disadvantage (Bashiru et al., 2023); Nigeria-specific microdata (and the 2024 Findex) suggest women can outpace men where agents and tiered KYC lower entry costs. The disagreement is less about facts than about levels of analysis and whether the residual gap is compositional (driven by education, income, internet) or intrinsic.
Debate 3 — Access versus use. Numerous studies show account opening does not equal sustained use; dormant accounts and cash-out dependence persist, especially among traders with daily liquidity needs (Barajas et al., 2020).
Gap Analysis
Four gaps justify this thesis. (1) Occupation-specific evidence is scarce: almost no published study isolates Nigerian market women; the literature proxies them with “women” or “informal traders.” (2) Regulation is rarely linked to microdata: documentary analyses of CBN frameworks and demand-side adoption studies run in parallel without integration. (3) The gender-blindness of regulation is unexamined: the corpus does not interrogate whether CBN rules are gender-neutral in design but gendered in effect. (4) Post-2020 Nigerian evidence is thin: the rapid PSB rollout and COVID-era digital acceleration are under-documented in peer-reviewed work.
Source-to-Research-Question Mapping
The adoption-determinants question is served by the mobile money and fintech adoption literature (Ahmad et al., 2020; Eshun & Kočenda, 2024; Siano et al., 2020). The gender and informal-economy question draws on the women’s financial inclusion and trader literatures (Dorfleitner & Nguyen, 2022; Hasan et al., 2022; Peter & Orser, 2024). The regulatory-framework question is grounded in CBN, agent-banking, and consumer-protection scholarship (Garz et al., 2021; Pénicaud & Katakam, 2019; Wezel & Ree, 2023). The outcome question (does adoption improve inclusion and empowerment?) is supported by empowerment and inclusion-impact studies (Dorfleitner & Nguyen, 2022; Hess et al., 2021). Together these strands support a mixed-methods design that pairs Findex microdata with CBN documentary analysis — precisely the configuration this thesis proposes.# References
